If it is just barely touching/dragging, just trim the conflicting aluminum away and/or put a fairlead or rub strip there. It is is a significant conflict, then find out what is not right and fix it.

I'm also a plans builder. My drawing set is at the hanger, but I thought I remember the plans calling for a nylon rubbing block there. I'll check when I'm at the airport tomorrow.
I have a strip of nylon on the top of the hole in the last bulkhead for the elevator cable. It was called out for in the plans (page 6-B-1 of my 2006 version). On this same topic, I also have two pieces of nylon on the bottom skin "L" just in front of where the rudder cable exits the side skins. The cable ran a little too close for comfort. I did not see it called out in the plans, but I added it for piece of mind.
