The brakes can be installed at the front or the rear. The builders manual with the photos recommend the brakes be installed at the rear.
My SLSA has the brakes attached to the front of the undercarriage, However the undercarriage looks slightly different from the kit that I am building now.
You have a good point about the brakes protruding. The brakes are at an angle either at the front of behind and I think the tire must have to be really flat before the brake contacts the surface. I am very curious now you have mentioned it and will send some pics tomorrow, I will take a measurement of the clearance as I am very curious with this topic.
