quite a few publications related to this. In the USA this is the bible :

Search Google for : Aircraft Metal Structural Repair (Chapter 4) page 110+.
Splicing spar seen as a REPAIR but does not have to be...
Also, Chapter 549 and AC43.13 are Canadian FAA (US) accepted method for aircraft repairs.
In Australia, there must be an equivalent publication which I'm not aware of. Certainly, you can use the FAA (US) document to ascertain your work.

dont really care for zenair advice on splicing. Chapter 549 underlines how a splice of this type should be done effectively. Follow the guidelines and it will pass inspection.
Anyway, unless you have a 10 feet brake there is no way you can make these spar (100 inches). So, for us homebuilders, the splice is the only way to go.
