Can anyone tell me the correct procedure for this. 
1.   with ailerons equal, my stick is not central. This could be adjusted with the turnbuckles on the torque tube OR the pushrods on the bellcranks at wing tips. 

2.   How to measure and set the neutral position of the ailerons relative to the wing. 

It seems to me both of these could be achieved with the pushrods, so centralise the stick first , then set the neutral position? The turnbuckles are a nightmare to access!!
