I Just finished the elevator trim tab and found that the angle in the up position

meets the specs 20 ° +- 2

but in the down position it stops way far from the 40°

any toughts on this?

Either servo not traveling far enough of horn too long I would guess.  Are you sure something mechanical isn't preventing it from making the 40 degrees down?

I would call Roger and discuss. I had a similar problem although it's been too long ago to remember exactly and Roger told me my readings were acceptable.
