What are these extra holes for in CH 750?

I have looked through all the drawings and the assembly DVD but no indication why there are two extra holes here. Any ideas?

My understanding of extra holes is that the same piece may produced for different aircraft models such as 750 STOL & 750 Cruiser, where one uses the hole(s) and the other does not.  For those, we just filled with rivets.  

However, there should be no hole immediately next to the Horizontal Attachment Bracket.  If it were mine, I'd either ask for a replacement piece (without the hole) or fill with a flush rivet before final attachment of the Horizontal's Attachment Bracket.
