Yes - I am building the 701, but I'm building the elevator the same as the 750 - that is, a front and rear elevator skin instead of one full one which solid rivets together at the trailing edge. I believe the folded TE that the 750 uses is a lot neater than a rippled solid riveted join!
I think you're right - I saw some other photos which show the skin off the elevator and it appears that both top and bottom are fully lapped over the narrow area. Makes sense I suppose, that's where you need the most strength.

i take it you are building the 701 and I am building the 750, so maybe the plans are different? I don't know.
been a long time since i built the elevator (3rd part!) but as I see in the photo I recall the right side lapping the left on that narrow spot at the cut-out and i believe it completely laps that narrow area.

On the 750, does the elevator rear skin come in two parts (L & R), and if so, does it fully overlap in the centre section - as it appears to in your photo?
