Here is how you need to think of the adjustments in order to not be confused:) 

  1. Tighten the side nuts until you have the firmness you would want from the suspension
  2. Tighten the center just enough until the side straps are starting to unload.  This will remove the load from the bottom plastic block.
  3. If you like the way your rudder turns now, but would like to just replace the bungee with steel, leave the center nut off.

I guess adjustment is thru the center screw... Very nice !
