This is one of two Twin Otter fire fighting aircraft, along with two Canadair 215 (flying boat style) water bombers that have been fighting forest fires all summer here in North Eastern Ontario, Canada. There was no rain for 79 days and +30C temps this summer. Ballast Bob is seen in the picture as a size reference to compare when looking at these amphibian floats. There is very few float plane bases operating along the lakes and rivers these days. The ease of refueling is one of the reason amphibian floats are so popular. There is also four helicopters working out of the Pembroke fire base (Municipal Airport).
