You have the basic idea. A search of tucking fork on google will show several sheet metal working threads that describe its use and how to construct them.

as well as basics of metal shrinking. The shrinking part is not really applicable here.
There is also a very brief demo of a tucking fork used in the homebuilt help video for constructing the 650 fuselage.
The tines of the fork are made from two tapered 5/16 center punches with the tips ground spherical. The handle is made from a piece of scrap metal tubing I had laying around.
I have no clue how this tool would be manipulated. To use this tool, I am guessing that one twists it and simultaneously pulling it towards the inside of the curve. A short video would be helpful.
