Where can I find the plans for the new stile canopy latching system? The one that has a handle on the seat back.

Bob,
Looks like a very desirable change to me, and I do not think it would be a problem. The 650 is just an upgraded 601 from what I can see. I would double check the cockpit dimensions before fabricating any of the parts that span the width of the cockpit. Be sure to check 6-B-16-6- upper seat & baggage floor support for clearance and I think you will be OK. This latching system can be configured to latch over center like the Long EZ canopy system was, simple but very positive. Be sure to have a spring or latch on the handle to keep it over center. I like the positive handle latch, just in case you inadvertently hit the handle when reaching into the baggage area in flight.

Can the 650 style canopy latch be fitted to the 601XL canopy and airframe or is it only fittable as a complete canopy re-do?
