Hello Robert,
I am finding the same with the matched holes. I just drilled as necessary and all went together well so far. I agree about the IPL. I have to fit pieces and reference the plans to assist.

I am in the process with the stabilizer too. I just finished building the tail of my RV-10 and switched to building my (wife's) 750 SD.
The rudder was a breeze. I have some issue with the stabilizer pecause all the holes are supposed to be match drilled and final sized and I am finding that is not the case.
The videos on YouTube are a help, but they are no match for proper instructions. I find the IPL files pretty poor.
