I am in my phase 1 testing and cannot find a definitive answer to where the required hour indication should come from.  N601LL has a Skyview system which has Hobbs, Tach, and Flight times.  They do not match and they go from most to least in order given above.  I do want to do the test period correctly but if I use the Hobbs I will complete the minimum 40 hours much quicker.  Does anyone know if a requirement is stated?  And if you do, could you please share?

Flight time means:

(1) Pilot time that commences when an aircraft moves under its own power for the purpose of flight and ends when the aircraft comes to rest after landing; ...

Apparently the FAA does not define "Hobbs" or "tach" time - those are used for rental record keeping (Hobbs) and maintenance (tach).  It appears to me that this is one of those rare areas in the regs where the FAA will accept most any reasonable estimate.  I haven't looked at my plane's Operating Limitations lately, but I believe it refers to Phase I as 40 hours of "flight testing," which I assume is reasonable to equate to "flight time." Since our aircraft don't have a squat switch, it would seem that the Hobbs time is a "reasonable" estimate ... it's the one I would use to get out of Phase 1 as expeditiously as possible!  ;>)
