This site has addressed what to do for securing the oil filter, any suggestions with regard to the oil drain plug? Drilling the bolt head or installing a water pipe clamp, both with wire tie.

You can drill the bolt head and safety wire it. But since you're using an auto conversion engine, you could probably buy a pre-drilled plug made for that purpose for auto engines. Not sure where you get them, but I know some folks have bought them off eBay for their cars.
That is what i opted to do, drill the drain bolt head.

Hint - note location of properly torqued drain plug flats and make a mark to faciliate a "best" location for drilling and routing of safety wire to help ensure a positive tension on the safety wire.
