When temperature ranges between +10C and -10C in the late fall and spring some liquid cooled engines experience "weeping" type coolant leaks on hoses. Using constant tension gear clamps are the answer. More expensive than standard gear clamp these clamps have a spring loading to allow expansion & contraction while maintain constant clamping pressure. Available at automotive parts stores...used on diesel trucks. They are also smooth so the hose do not get cut when tightened.

Hose clamp is around the oil filter, and safety wire is attached to the gear clamp.
Is the hose clamp on the oil filter just for the safety wire?
I noticed You have the oil filter safty-wired. That is the name of the game make everything so it can't fail.
