Used a paper template.  Traced the diameter on graph paper, found the center, drew two perpendicular lines crossing at the center, then filled in the holes using the "calibrated eyeball" method. A few are off my a couple mm's but should seal up fine.

Yup I had to mill them down too.  Would'nt clear the flange on the end of tank.  Your holes are so evenly spaced..... do you have some type of indexer?
