Ive gotten most of my aluminum from Airparts Inc. They are in Kansas City, very nice people to work with.  So far everything Ive gotten from them has at least one side with plastic.  Been using a blunt tip soldering iron with a straight edge to lightly score the plastic for removal.

Probably.  But, only Aircraft Spruce can answer that question.  I might have received one size with plastic only on side.

So If I buy my aluminum from Spruce, I can expect it to have plastic on it?

Not always. The aluminum that bought from Aircraft Spruce had sheathing on both sides.  I have used two Minneapolis area metal suppliers and their sheets do not have plastic sheathing.

You have mastered removing strips of plastic sheathing  from aluminum sheet.
