The cap is still on the tank. I dremmeled off the flange and was able to at least get the tank out of the wing. I can get slip joint pliers on it now, but it does not turn very well. I have soaked it with penetrating oil and will try again tomorrow. I will try a pipe wrench to see if it is big enough.

I finally got the other filler neck off. Had to saw it down to the threads and hammer it out. The tank threads look OK.
