Anybody know what this hole is for? I could not find it in the plans. TIA

Fishing pole storage?

Could be anything. I thought it was the 'handle/grip' to open the bulkhead to the turtle deck area. Turns out the piano hinge was not installed and the bulkhead is riveted in. So maybe it's the inspection hole?

My two cents is possibly an air vent.  A fair amount of air comes aft to forward in the 601, so maybe they were taking advantage of that and directing it to the upper pilot compartment.  However, without a way to throttle it, cold air would be a little annoying in the winter months.
