Looks pretty typical to me. 1.) No, the washers aren't necessary but I doubt they'll cause any problems. 2.) A little deformation of the sheet metal is not unusual. I think you will find that when the strips are in place the effect is minimized. When the baggage door is closed the sandwich of sheetmetal flattens out nicely.
One thing I did that worked out well was to dimple the rivet holes and install the rivets with a flat nosepiece. The result was countersunk rivets that didn't interfere at all with the mating of the two surfaces.

I used quarter turn or camlock fasteners that are countersunk to the baggage door.

The Dzus in my wing lockers come out when I open the locker; i.e., there are no springs or clips. Is that the way it is supposed to be?
It has been a while, but I think I put some plastic washers on my fasteners to keep them from falling out. I know I can open the locker and they do not fall out.
